Circular 20 of 2026: Guidance on contribution increases and benefit changes for 2027

This Circular sets out the Registrar’s expectations and minimum evidentiary requirements for the submission and assessment of annual contribution increases, benefit amendments, new benefit options, efficiency-discounted option arrangements and other related rule amendments for the 2027 benefit year.

The guidance contained in this Circular is intended to support the Council for Medical Schemes’ statutory mandate to protect the interests of beneficiaries at all times, to coordinate the functioning of medical schemes in a manner that is complementary to national health policy, and to promote equitable access to affordable, quality healthcare.

The Circular seeks to ensure that contribution increases and benefit changes are actuarially sound, financially sustainable, affordable to members, and consistent with the provisions of the Medical Schemes Act, 131 of 1998 (“the Act”) and its Regulations.
