Circular 31 of 2022: Final Limited Administrator Accreditation Framework
Purpose
The comments received from the industry following the publication of the draft Limited Administrator Accreditation Framework with Circular 20 of 2022 have been analysed and incorporated where appropriate.
The Final Limited Administrator Accreditation Framework is published for implementation by all relevant entities, i.e. those organisations providing limited administration services.
Regulatory framework for limited accreditation and relating documents
The following related documents have been updated, where applicable, to incorporate the limited administrator accreditation:
- Requirements for Administrator Accreditation – Amended to include limited administrator accreditation, but no new requirements for existing administrators. (Please refer to Circular 32 of 2022)
- Administrator Accreditation application form – No specific amendment relating to the limited administrator accreditation. Refer to the CMS website for the latest application form.
- Administrator Accreditation Standards – Amended standards published as Version 7 – includes one new standard and limited accreditation indicators in terms of the existing standards. (Please refer to Circular 33 of 2022)
- The Administration agreement guideline is not amended; see the guideline published in April 2020.
Application and implementation
The Limited Administrator Accreditation Framework is applicable to all entities providing limited administration services to medical schemes, such as the traditional optical benefit management organisations and emergency medical service providers (where applicable).
The effective date of implementation is 1 October 2022, with all affected entities applying for limited administrator accreditation by no later than 31 December 2022.
