Discussion Document on Designated Service Providers
The dissemination of the discussion document is designed to promote meaningful participation and to build social capital among affected parties. Stakeholders will be invited not only to comment on specific proposals, but also to consider how alternative arrangements may generate socially optimal outcomes while still allowing different actors to pursue legitimate interests within an agreed framework. The emphasis is on coordinated problem-solving: using the discussion document to test options, identify feasible points of compromise, and support agreement on interventions that can improve the long-term sustainability, legitimacy, and governance of the DSP framework.
